Find new leads

Outreach is in dry run. Sends are written to output/outreach/ and nothing is emailed. Real businesses also need an explicit Approve before any send.

Finds businesses with no website (or a badly outdated one), builds each a one-page site behind a password screen, publishes it to the previews site, and drafts the day 0, 3, 7 and 14 emails. New leads land in Build, and move to Reach out once their preview is published.

Real providers only run inside their free tier. The free-tier guard sizes every request to what is left this month and stops the run at the cap, so nothing is ever billed. Nothing is emailed without Approve and OUTREACH_LIVE=1.
